FFY 2024-2026 Triennial Disadvantaged Business Enterprise (DBE) Goal

In accordance with requirements of the U.S. Department of Transportation as set forth in 49 C.F.R. Part 26, as amended, DTC/People Movers, hereby notifies the public that it is recommending the following Disadvantaged Business Enterprise (DBE) goal which represents the percentage of work to be accomplished by DBE prime contractors, subcontractors, consultants, vendors and material suppliers on federal-aid transit contracts/projects and during Federal Fiscal Years (FFY) of 2024-2026.

DBE Proposed Goal

The overall proposed DBE goal for FFY 2024-2026 is 5%. The DBE Goal Methodology, description of how it was selected, and all information on this goal is available for inspection from 8:00a.m. to 5:00p.m. Eastern Standard Time (EST) for thirty (30) calendar days following the publication of this notice or until December 12, 2024, at the following location:

PUBLIC NOTICE

PROPOSED STATE AND FEDERAL APPLICATION FOR OPERATING AND/OR CAPITAL ASSISTANCE

All citizens are advised that the Detroit Transportation Corporation (DTC) has prepared an application for State of Michigan financial assistance for the fiscal year 2026 as required under Act 51 of the Public Acts of 1951, as amended, and for federal assistance as required under the federal transit laws, as amended.

The DTC is requesting a total of $6,848,734 through the following funding program(s): Section 5307 ($660,502) for infrastructure and equipment upgrades; Section 5337 ($1,778,489) for maintaining the DTC system, equipment, and facilities in a state of good repair; and Act 51 ($4,409,743) for operating assistance.

The DTC ensures that the level and quality of transportation service is provided without regard to race, color, or national origin in accordance with Title VI of the Civil Rights Act of 1964.  For more information regarding our Title VI obligations or to file a complaint, please contact the DTC at the address listed below.

Written comments or requests regarding the application and/or written requests for a public hearing to review the application must be received by Tuesday, March 4, 2025.  If a hearing is requested, notice of the scheduled date, time, and location will be provided at least ten (10) days in advance.  Submittals should be sent via email to DTCGrants@thepeoplemover.com.  This document will become final, barring any changes made in response to the written comments.

BID # 01.13.25.1 ITS / CCTV NETWORK MAINTENANCE SERVICES (REBID)

The Detroit Transportation Corporation (DTC) Office of Contracting and Procurement (OCP) requests proposals from qualified Contractors to provide maintenance services for the intelligent transportation systems (ITS) infrastructure, network, and control room.  This includes the CCTV system, Public Address (PA) system, kiosks, emergency phones, switches/Storage Area Network (SAN)/Network Management System (NMS), fiber network, video wall and other ancillary equipment.

BID # 1.6.25 ELEVATOR AND ESCALATOR MAINTENANCE

The Detroit Transportation Corporation (DTC) is soliciting proposals from qualified firms that can perform electrical maintenance on DTC's East and Central Substations. The contractor shall furnish complete inspection, preventive maintenance, incidental servicing, major repair, emergency service, and all parts and supplies necessary to ensure that the elevators and escalators operate in a first-class condition. The maintenance services shall include all qualified labor, supervision, establishment and maintenance of records, transportation means, parts, tools, equipment, cleaning and spot rust protective painting of escalator trusses and elevator rails, and keep machine spaces clean at all times. Under the Contract, ten (10) hydraulic elevators and fifteen (15) escalators, located at nine (9) DPM stations and one (1) Maintenance Facility, are to be maintained. Appendix A of the RFP document contains the locations, elevator identifiers, and escalator identifiers.

There will be a mandatory vendor walk-through on Tuesday, February 4th, 2025 at 10:00 AM at Detroit Transportation Corporation’s DPM Maintenance & Control facility (MCF) – 1250 Park Place, Detroit, MI 48226.

The Detroit Transportation Corporation (DTC) is requesting proposals to execute a contract for online branded logo and spirit merchandise sales, in exchange for a percentage of the gross sales. The intent of this contract is to maximize revenue to DTC, while providing appropriate online spirit wear and logo items for our staff and the public.
