FFY 2024-2026 Triennial Disadvantaged Business Enterprise (DBE) Goal
In accordance with requirements of the U.S. Department of Transportation as set forth in 49 C.F.R. Part 26, as amended, DTC/People Movers, hereby notifies the public that it is recommending the following Disadvantaged Business Enterprise (DBE) goal which represents the percentage of work to be accomplished by DBE prime contractors, subcontractors, consultants, vendors and material suppliers on federal-aid transit contracts/projects and during Federal Fiscal Years (FFY) of 2024-2026.
DBE Proposed Goal
The overall proposed DBE goal for FFY 2024-2026 is 5%. The DBE Goal Methodology, description of how it was selected, and all information on this goal is available for inspection from 8:00a.m. to 5:00p.m. Eastern Standard Time (EST) for thirty (30) calendar days following the publication of this notice or until December 12, 2024, at the following location:

PUBLIC NOTICE
PROPOSED STATE AND FEDERAL APPLICATION FOR OPERATING AND/OR CAPITAL ASSISTANCE
All citizens are advised that the Detroit Transportation Corporation (DTC) has prepared an application for State of Michigan financial assistance for the fiscal year 2025 as required under Act 51 of the Public Acts of 1951, as amended, for federal assistance, as required, under the federal transit laws, as amended.
The DTC is requesting a total of $7,584,082 through the following funding program(s): Section 5304 ($250,000); Section 5307 ($647,551) for infrastructure and improvement upgrades; ($1,743,687) for maintaining the DTC system, equipment and facilities in a state of good repair; and Act 51 ($4,942,874) for operating assistance.
The DTC ensures that the level and quality of transportation service is provided without regard to race, color or national origin in accordance with the Title VI Civil Rights Act of 1964. Written comments or requests regarding the application and/or written requests for a public hearing to review the application must be received by Saturday, April 23, 2024. If a hearing is requested, notice of the scheduled date, time and location will be provided at least ten (10) days in advance. Submittals should be sent via email to DTCGrants@thepeoplemover.com. This document will become final, barring any changes made in response to written comments.

BID # 12.3.24 GUIDEWAY INSPECTION AND MAINTENANCE SERVICES
DTC seeks Proposals from qualified firms to provide Guideway Inspection and Maintenance Services. This proposal will include a base bid for two (2) inspection and repair cycles in 2025 and another in 2027 with one (1) optional follow-on inspection and repair cycle in 2029.

BID # 092823.2 POST PANDEMIC STRATEGIC PLAN (REBID)
DTC seeks proposals to develop a systematic approach to Post Pandemic Planning for the future needs of the DPM system. The primary objective being to provide a planning guide and process document that assists policy makers, operations, decision makers, and the general public in understanding the vision and direction of DTC over the next 5 years. The document will be flexible, organic, and dynamic with respect to its contents and have the ability to change due to the business, economic, and political climate. The document will be consistent with the RTA Master Transit Plan but will specifically address the needs of the DPM system. The DPM is unique in design and capital requirements than traditional rail or bus. The Plan will also have a keen focus on the New Mobility Options for travel and will incorporate these concepts into the plan as well. The plan will also analyze the impact of the closing of a Fare Free system on DTC ridership and services. The document will utilize and emphasize orthogonal thinking. Therefore, a Project Schedule reflecting this outcome and how the proposer plans on achieving it shall be submitted with the response. Proposers shall clearly detail and include the number of professionals, manpower, hours and days of work in their proposals.

The Detroit Transportation Corporation (DTC), in partnership with the City of Detroit, is seeking an experienced project team to study mobility in the greater downtown Detroit area and develop a system improvement plan for the Detroit People Mover. The project will identify a range of short- and long-term improvements to the Detroit People Mover system that improve mobility, accessibility, and overall quality of life in the greater downtown Detroit neighborhood.
